RHD (UK/Ireland): right of the steering column on the door side, inside the small open storage cubby set into the lower dash directly below the headlight switch, above the pedals. LHD (mainland Europe): the mirror position, left of the steering column near the driver's door, behind the trim cover directly below the headlight switch. Same position on pre-facelift (2008-2012) and facelift (2013-2017) cars and on every trim including ST. If the socket isn't there, a previous owner has probably unclipped and relocated it as an anti-theft measure (common on ST models); follow the loom up behind the dash, where it is often cable-tied out of sight.
RHD: no tools. The 16-pin socket is in the roof or back of the cubby recess, facing down, so get your head down into the footwell and look up into the cubby to see it. LHD: pull the small trim cover under the light switch off by hand. The socket sits behind it. Both sockets are only clipped in place. Pressing in both sides with a flat screwdriver releases the socket, so it can be pushed out of the way if it's in the way of an extension lead.
