RHD (UK): low on the driver's side of the dashboard, on the outboard side of the steering column, inside the interior fuse-panel recess by the driver's knee; the 16-pin socket sits next to or just below the fuses. LHD: the same fuse-panel recess on the left of the steering column. Same position on every pre-facelift trim (Classic, Comfort, Style, Active, Blue). The socket is not visible until the fuse-panel cover is off, which is why it gets missed.
Plastic fuse-panel cover at the lower end of the dash on the driver's side, below the steering column. Grip the edge and unclip it towards you by hand, no tools needed. The 16-pin socket is inside the recess beside the fuses. A plugged-in tool stops the cover from closing; leave it off while you work.
