Driver's side, on the underside of the steering column / lower dash trim directly below the steering wheel, at the driver's knee. The 16-pin socket sits behind a plastic cover and is not visible until the cover is removed.
Unclip the plastic cover on the underside of the steering column trim to expose the 16-pin socket. No tools needed; a plastic trim tool avoids marking the panel.
